The mod is an overhaul of all aspects of the game, except for the graphics. The toolkit is also capable of locking doors to delay suspects that attempt to open them.Eezstreet started work on SEF in 2015, but most of this early work bore little in the way of early features as he learned to develop on SWAT 4's Vengeance Engine. With the introduction of door traps, the toolkit can now be used to disarm them provided the player is on the same side as the trap. As of SEF v7.1, the base speed of unlocking doors and disarm bombs has been increased from 4 to 10 seconds to encourage breaching on time sensitive missions. In SWAT: Elite Force, the toolkit's action speed is now subject to player bulk - the bulkier the player is, the slower the action. All officers are equipped with a toolkit.


The multi-tool serves many functions and can be used to pick locks, disable bombs and traps, and remove tactical wedges. It is capable of silently unlock doors, remove Door Wedges and disarm bombs. The Toolkit is a multi-tool that is carried by all SWAT officers, regardless of the loadout.
